Position: Vietnam Country Director

Doctors of the World-USA (DOW) is a U.S. Private Voluntary Organization
(PVO) founded in 1990 by a group of volunteer physicians, including the late
Dr. Jonathan Mann. DOWs mission is to create sustainable access to health
care for communities around the world by working with local partners. To
date, DOW has worked in over 30 countries and communities, with recent and
current programs in Kenya, Kosovo, Mexico, Nepal, Romania, Russia, Sri
Lanka, Thailand, Ukraine, Vietnam, and the U.S.
In Vietnam, DOW is seeking a dynamic public health professional to oversee
the expansion of DOWs presence in Vietnam, including the implementation of
a new project focused on building Vietnamese systems, capacity, and
commitment to care for children living with and affected by HIV/AIDS in the
family and community environment, and to support families coping with the
impacts of HIV/AIDS to prevent abandonment or institutionalization of OVC.
Duties will include the following:
Lead the ongoing development of DOWs presence in Vietnam by working with
DOW headquarters (HQ) to help develop the country offices vision, goals,
and priorities.
Recruit and supervise a staff of program officers and assistants who will
aid in the development and implementation of projects to ensure maximum
impact.
Cultivate and maintain effective relationships with funders, local partners,
other INGOs, and government agencies to identify opportunities for
collaborative and complementary programming.
Provide ongoing technical assistance and capacity building for DOW and its
local partners
Oversee the development and implementation of all monitoring & evaluation
activities
Oversee all operational and logistics issues
Oversee all financial matters that pertain to the Country Office, including
monitoring spending throughout the year and preparing budgets and financial
reports
Oversee programmatic reporting and proposal writing
Establish security protocols, as needed, for projects sites to ensure the
safety of staff and clients; conduct regular review of protocols and safety
procedures to insure readiness for operation
Maintain regular communication with DOW Headquarters office, including Asia
Program Director and Program Director
Desired qualifications include:
Advanced degree in a public health-related field such as medicine, nursing,
health sciences and administration, or similar background.
At least 5-7 years of technical field experience in designing, implementing,
and managing public health programs in a developing or transitioning country
setting, in at least one of the following areas: working with children
infected/affected by HIV, working with street children and youth, social
work/psychosocial support, care and support to PLHIV, case management,
foster care and/or other community-based care models
Minimum of five years of senior leadership experience managing public health
programs in Asia, preferably Vietnam
Outstanding writing, verbal, analytical and organizational skills, as well
as attention to detail.
Excellent public speaking and presentation skills.
Experience working with both public and private donors.
Ability to travel within Vietnam as well as internationally.
Fluency in spoken and written English and preferably Vietnamese
Proficiency in Microsoft applications such as Word, Excel, and PowerPoint.
Compensation and benefits commensurate with experience and qualifications,
and competitive with other INGOs.
