Job Description:
The American Civil Liberties Union (ACLU), a national not-for-profit public
interest organization, invites applicants for the full-time position of
Field Strategies Manager to work in the organization's Washington
Legislative Office (WLO) located in Washington, D.C., under the direct
supervision of the National Field Director.
 
OVERVIEW:
The primary responsibility of the Field Strategies Manager is to work as an
integral part of a dynamic Field Unit within the Washington Legislative
Office to develop, build, strengthen and implement public education and
outreach on federal legislative issues of priority for the ACLU. The Field
Strategies Manager will be expected to provide effective leadership, strong
communication and a strategic policy focus that will assist in improving the
ACLU's overall ability to reach and mobilize concerned Americans and
persuade them to act in support of the legislative goals of the ACLU.
 
ROLES AND RESPONSIBILITIES:
 
Manage the staff of the Field Strategies department
Act as Field Unit liaison with the Legislative and Communications
Departments on the legislative agenda of the ACLU
Maintain primary responsibility for specific issue areas
Ensure staff coverage at all strategic planning and working group meetings
Ensure internal information flow to other field units
Oversee and provide research for the Field Unit as needed
Report weekly activities of the Field Unit regarding ACLU issues and
legislative goals
Prepare and provide other reports from the Field Unit as requested in a
timely and clear manner
Perform other duties relating to the work of the Field Unit as may be
required by the National Field Director or her delegates
EXPERIENCE AND QUALIFICATIONS:
 
Bachelor's degree required
Five to seven years of legislative and/or grassroots experience and the
ability to communicate intricate and nuanced policy positions effectively
Experience working with legislation  preferably working as a manager or key
strategic partner; Capitol Hill work a plus
Knowledge of, and experience in strategic planning, database management and
results reporting
Ability to write summaries of legislative positions and history
Research skills are required
Management, Hill and/or other public policy-based experience a plus
Demonstrated ability to lead and support organizational efforts
Ability to work within a large, complex organization
Understanding of financial management and budgeting
Track record of building and managing cohesive units
Commitment to work within a unit environment
Excellent interpersonal, written and verbal skills
Must possess the ability to analyze and effectively communicate lay
understanding of issues relating to law, public policy and the legislative
process
Must have excellent organizational skills, be a self-starter and possess the
ability to work independently
Effective time management skills, understanding of priorities and the
ability to handle multiple tasks at once
Understanding of non-profit organizations
Must be available and willing to travel as necessary to meet legislative and
organizational needs
Commitment to civil liberties and civil rights issues a must
